I have traveled to Krakow, Poland over 10 times in the past year and am always told that upgrades are not allowed at the gate or at the ticket counter unless it is already been requested 24 hours prior. Flight attendants have no power at all to upgrade you..(big bummer) For some flights this is not the case.
