The person behind the ticket counter has all the power! They can do just about anything, within reason, for you whether they admit it or not. TIP: Always smile and ask nicely and inquisitively. (Didn’t get the answer you wanted? – ask the gate agent – they have even more power.) I have been the recipient of this power, it is great!
For some flights this is not the case. I have traveled to Krakow, Poland over 10 times in the past year and am always told that upgrades are not allowed at the gate or at the ticket counter unless it is already been requested 24 hours prior.
Flight attendants have no power at all to upgrade you..(big bummer)
All I can say is that they are holding out on you. I have even been upgraded after I got on the plane.
